I think your best bet with this would be to upgrade the site in situ to a supported version of Joomla. From there use a backup extension such as Akeeba to back the whole site up then reinstantiate it in the new location.

@Per, I am pretty sure that Azure is not providing at present PHP 5.2?

Depending on the J1.x version it is impossible to upgrade if you are below Joomla 1.5. You will first need to migrate to Joomla 1.5 than to Joomla 3.x as I have explained in this thread viewtopic.php?f=710&t=925100 Note on our website you find in Tips & Tricks the guide how to migrate from Joomla 1.0. However this is extremely specialized and I do advise you to hire pro support to do this for you!

The question in depth is The site has too much infromation valuable?
Have you tried to upgrade it in a localhost and (most important) can it survive the upgrade?
Is too cumbersome rebluid it from scractch? (Site's URL has been edited so i cannot see it)

I recommend you that try a localhost duplicate of the site, evaluate the components, modules and plugins that are critical and see if still exist for latest joomla (maybe some of them were discontinued at 1.5.X or 2.5.X)

None of the Joomla 1.0.x extensions works on Joomla 2.5 and higher and most of Joomla 1.0.x won't work on Joomla 1.5 as well.

Note only the Users and the Articles can be migrated to Joomla 1.5-->3.x See my Practical Guide I posted in these forums viewtopic.php?t=36&t=870246#p3255610
