You are running on an IIS Web Server. It does not use a .htaccess file, but web.config. Have you renamed webconfig.txt to web.config?

What version did you upgrade from?

You have a plugin plg_ztools that is not compatible.

Use phpmyadmin to disable the plugin (#_extensions table, set enabled=0 for the plugin).

If you are trying to access the back end, the last part of the URL is normally /administrator, not /administration.

The front end your site displays a PHP fatal error because the system plugin ZTools is not compatible with Joomla 3.x.

As a temporary workaround, you can disable the plugin by editing the _extensions table in the database. However, if your template requires an abandoned plugin, you need to replace your template.

Review the extensions before trying to rerun the upgrade. Many prefer to use Akeeba Backup to restore the site to a localhost server on a workstation, running a bundle like XAMPP or Wampserver, and then test the upgrade.

The upgrade guide is available at viewtopic.php?f=710&t=793171
