RTC = Ready to Commit. Next is it gets merged and is then part of the next release. Normally it is not wise to apply patches to a live site because there can be other changes that could affect it. However in this case it should be OK if you want to do that. But a safer 'fix' would be to go to Users >>> Access levels >>> Guest ... select Super User.

BTW if in Global config 'Default Access Level' is set to Guest then ... every time you create a menu item you will need to change it's 'Access' otherwise it won't be seen by logged in visitors.

Yes, that's an excellent suggestion, @Webdongle.

Go to Global Configuration » Site » Site Settings » Default Access Level = Public

This is the default setting on all new Joomla installations. Changing this setting (without knowing what it does and how it works) may have uninitended consequences downstream or with future updates.

That GitHub discussion talks about many of the issues we've been discussing on the forum for a year or more and, although this kind of problem can affect any version of Joomla—it's not confined to J! 3.8.0 per se—it helps explain how we got here, huh? :pop
