First Time Upgrader - What do I do?

Hello,
I am just about to upgrade my joomla but I'm a bit confused.

I tried to make another joomla site but got this message: "Launching new sites on Joomla.com is currently unavailable."

I am using a free joomla account but want to upgrade to the GrowBig package which allows multiple sites.
How does that work when I'm getting that message?

Am I getting this message because I already have 1 site, or...?

This forum is part of joomla.org. Joomla.com is managed by Siteground (if I remember correctly). I don't know any more than that.

goto siteground home page at https://www.siteground.co.uk/web-hosting.htm and ask there. they have livechat
