hi
I wondering if possible to to make a News page in 2 language without make full site (and his annoying big double-language management). The main language is EN but only for News I would like make articles in FR. Is a problem to make that ? Years ago I used Joomfish but never the default J3 language management...

It is not clear as to how the site is structured/organized. If News is not that much, then the site could be just a monolingual site with News in French being a separate category. With this, you might have a link in the English news that could point to the corresponding French news and vice versa.
If it is a multilingual site, you could have some categories and articles & modules that are assigned to all languages.

Ideally I would like a monolingual site and I thinking to create FR article in a separate category. Then to create a "ghost" menu with Menu item Blog pointing to that category. Like that I can promote my FR contain separately on FR social networks and give the link which point directly to the correct FR category. If FR users remain in this category for read all FR news that cool and if they click on any other links they will go to EN contain which is not a problem. Finally I could submit my FR link to google like that this contain will be indexed...My EN contain is not linked directly to the FR contain (due to the ghost menu), so I don't know if I will get more Seo penalty doing like that or without ghost menu.

After creating your menu item (does not have specially to be ghost, can be at the same level as a menu item presenting English News), this could be presented by a separate menu item displaying a single article which would contains menu item links to News in English AND to News in French.
If you rather like to use the News flash module, create 2 of them, one for the French category, one to the English one.
