Multilingual Site not working

I have installed a new Joomla 3.7 and updated to 3.8. Now I want to configure a multilingual site. The following steps I have done:

- installed extensions (if not already installed): Language Switcher, Languages, System - Language Code, System - Language Filter
- installed languages: de and fr (additionally to already installed en)
- added the both languages (but not en) as content-languages
- all articles are associated to one of the two languages
- all articles have a relation to an article of the other the other language (but not to en)
- all articles are added to a language-category (de or fr)
- all menu items are associated to one of the two languages (or alternative two language-associated menus)
- added a langauge-switcher to a module position

But the language switcher does not show any language.

What did I miss?

Do they show in Extensions >>> Language(s)>>> Content languages ?
Are they Published ?

It sounds like the Default menu items for the languages may not have been defined.

Whenever a multilingual site is built, the Multilingual Status module would come handy to quickly check various settings that facilitate the multilingual feature in Joomla!

Suggest doing the following:
- Log into the back-end
- Go to Modules (Extensions => Modules)
- Publish the "Administrator" module "Multilingual Status" - once the module is published, a link with the text "Multilingual Status" would appear in the Status Bar
- Click on the link "Multilingual Status" - a popup window would appear that would show the essential settings of the options that facilitate the multilingual feature & if they are any apparent errors that would show up too

Generally, the information in the window would be sufficient to resolve the issue.

In your reply, please paste a copy of the pop-up window.
