HELP: Error Unable to find install package

i can't install any language in my website

i got This message when i try to install any language in my joomla in Localhost
i had the same error in every joomla version i installed ... i dont know if its joomla or server issues

Error
Invalid URL Unable to find install package

and

Warning
Error connecting to the server: 404

any help here ..

System Information

• Joomla 3.8.1
  Apache/2.4.25
  Database Ver 5.7.17-log
  PHP Ver 5.6.30

It would first be an idea to update Joomla to 3.8.8 (released this week).

Just wondering if it could be:

1) the file you need is another Zip file within the first one (hence the cannot find install file error).
2) an issue with the read/write permissions on the temp folder.

How are you installing / from where are you installing languages?

Which languages are already installed on the site, which version for each?

Also please post a screenshot of the Update Sites page "administrator/index.php?option=com_installer&view=updatesites"

Can you install any other extension than a language pack?

en-GB are already installed as default and i want to install Arabic and french

and yes i can install other extensions in (upload package file mode + Install from the web mode) very well

yes i do ... its checked "enabled" as well
