Error message after adding language

Error message after adding language

I installed an additional language on the site. After this change, the site shows an error:

Oops ! DateTime::__construct(): Failed to parse time string (Kov 18,2019) at position 0 (K): The timezone could not be found in the database

The error is only displayed when connecting to a new language.
How to solve this problem ?

in my version at libraries / joomla there is no filesystem directory. I use: 3.9.4 Stable version. Maybe there is another solution?

That directory was included in Joomla 2.5 and 3.8.

The error message does not seem to originate from the Joomla core. Please post the results of the Forum Post Assistant (FPA) by following the instructions from viewtopic.php?f=806&t=969442.
