Administration in English in monolingual French site

I have the same problem.
I have two sites under Joomla 3.10.9.
The first one is a multilingual site with five laguages and the language installed noted by default is French. My administration language is french. It's OK.
The second site is a monolingual site and the french pack is installed as language by default. But all my administration interface is in English. I would like to get it in French. I don't understand what it happens. I don't know what I must change.

I would like to bring some new elements which concern the browsers.
With Firefox, the whole administration interface of my Joomla site is in English.
With Chrome, part of the administration interface is in French. Il didn't test all the site. But it seems that only the "content" menu, except the menu title, is in English.
You can see the three pictures with Chrome :
Picture 1 : It's the page of the control panel. It is in French.
Picture 2 : It's the page after clicking on the "content" menu. It is in English
Picture 3 : It's the page after returning to the control panel. It is in French
I conclude that the problem comes from Joomla itself.

Go to Users and your Admin account. Select the language there for your User
