Yes of course, Joomla comes with htaccess.txt, and the option to rewrite urls.
So you have to first change name the htaccess.txt file to .htaccess
In the backend, turn on SEF URLs and URL rewrite.

This is surely the best answer, and I'll add some use case best practices:

.htaccess
Use this for high-level things such as the following:
- Converting WWW to non-WWW (or other way around)
- Converting SSL to non-SSL (or other way around)

Joomla SEF + Menu Manager
Use this for page-level URL re-writing with an alias:
- Readable URLs for pages
- Converting hard-coded Joomla URLs into readable ones (such as for com_users)

For all other custom URL rewriting I recommend using .htaccess, but these should be ad-hoc cases.
