Simple one page template....div table... help!!!!

Hi,
Im trying to create a one page site template, (site has many pages, but just one template layout).

I have tried to build it for the last week, but cant get it right.... I can insert div elements etc and css styles adjust, just cant see the forest for the trees at the moment to build the page and pod...brain not working after long haul....

1) main POD in middle of page with background image. If on pc/mac or larger mobile devices, POD (with surrounding frame - in this example a mobile) stays in middle with fluid background image.
2) when in mobile, ONLY see POD (fluid to mobile screen width) DO NOT see background image, logo or POD frame.....

Can anybody help to either give me some clues, or build it for me? we can talk $ if we have to???

this whats called Responsive Web Design.

its done with CSS and JavaScript. you need to detect the client OS and browser.
then it apply the right dynamic CSS to size up the web page.

there frameworks for this:
https://getbootstrap.com/

the phones browsers adapt to the web pages.
its not big deal. I know its the trended :)
