problem with joomla article layout

i have a simple but annoying problem , i can not seem to be able to remove two rows or columns or i dont know what they call them ; i am talking about this ( see at the screenshot ) in joomla article , how can i remove them both top and bottom and have a blank page .

Any help would be highly appreciated

i found this code , when i remove it on DEV-TOOLS in GOOGLE CHROME

Code: Select all

 <hr>==§0  

when i removed it ( them / there are the same code twice ) and the two lines disappear

please advise , it really stresses me out this issue
