He said it's a custom form not custom component (which suggests Template override) ... so if he turned off Registration then his custom form would not be displayed. Whereas if Recapcha was turned on then the custom form could contain the code to check Joomla settings without displaying the Recapcha fields.

imho the main problem here is that we are dealing with the site owner not the person who wrote the custom form. This appears to be indicative of a site owner who doesn't allow the techie to do their job.

You can't write that as a template override
