extra weird URLs in joomla
Hi,
I recently understood all my css and js files are having a weired url :
https://mywebsite.com/1nY/1Yozzgi/....
then everything else.
the website url is alright but the files are being loaded in that weird directory.
and there is no such folders in my host.

The folders you see are "virtual" and their presence in the URL is the result of search-engine friendly URL's turned on, and based on menu items, article aliases.
I'm not sure I understand fully the concern you have (the point about JS and CSS files and the strange URLs - what the connection is).
Could the site be hacked...? I don't know. You should probably run it through some sort of security scanning tool. Perhaps your web host has something available to their customers or you could use something like mysites.guru.

and I believe you are right. I got hacked a couple of months ago and we never figured out what was the infected file. and my problems in this post and other posts started from then.
I am trying to transfer my data to another fresh joomla installation which is not easy.

It is easy when done with Akeeba Backup and Kickstart....but you may be transferring the problem, into the new install.
There ar data migration tools such as J2XML which is quite often mentioned in the forums here.
A link to the live site would be useful.
It seems to do with SP Page Builder. I'm wondering if some of the JS and CSS is served direct from their servers and not your own? This may be something SP Page Builder would need to answer given it seems to be something specific to that component.

Yes Akeeba would just transfer everything and not selective data.
J2XML only transfers older versions to new Joomla version. Mainly 2.5 to 3.x
the exporter is only instalable for 2.5.x
The problem is not with SP. since I have on myt other websites as well and I couldn't recreate the problem on a freshly installed Joomla.
I found another useful method for transferring selected data between two Joomlas.
I use phpmyadmnin, copy table method and would add drop the previous table. it is not as easy as a click but still easy.
