Syntax error after my website hacked

Hello,
I have website based on joomla 3.9. The website hacked two weeks ago.
after many trials to fix it, I have purchased sitelock service from sitelock.com. I did scan the website and the sitelock told me that there were malwares and they have been removed, but the website still down showing this error:
Parse error: syntax error, unexpected '=' in /public_html/plugins/system/modals/modals.php on line 102

I tried to comment that line but it showed anther syntax error and son on

How was the website cleaned after the hack?
