What happened to start publishing/end publishing options?
We're using Joomla 3.8.3. with the JCE editor. We used to be able to set a start and end date for publishing, but I can no longer find those options in the article editor interface -- only the option to set the status (publish/unpublish, etc.). What happened?

The start and end publishing settings are located on the Publishing tab (see image below); they are not "features" of JCE or of any editor extensions.
Standard Joomla feature.You do not have the required permissions to view the files attached to this post.

I just installed 3.8.12 and there is no option for start publishing/end publishing for new article for author.
Any idea how to enable this so that a user can set their start and publishing date for their articles?

not that i ever use that front end facility but doesnt an "author" have to have their content approved and published by a "publisher" its all in the acl
Author = Person who creates/writes the article
editor = person who checks the spelling and grammar etc..
publisher = person who makes article appear on website.

Yes I understand that mandville... in some situations, author need to suggest the date they want to publish their article. In the Administrator back-end, Go to Content >> Articles, then click Options button (top right corner) then click Permissions tab.
Change the permission there for "Author" to allow any change (should currently show disallowed/inherited"). Change it to allowed, click save. The change should be immediately apparent.
Note, an Author level access of course can't change such things; that would have to be done by a super user. Backup before making these kinds of changes.

Yes. It is by default has Show Publishing Options set to Yes and I didn't change on that part.

You may have an override file, edit.php, which may have the fields manually removed. All that you have configured should enable the date fields.
Check your template/html/com_content to see if there is a folder named form and includes a file edit.php. If yes, rename the file to edit.php.bak and check the article edit page.

This is a new fresh installation and it is using the default template that came with the package (protostar). There is no com_content folder under template/protostar/html, thus no edit.php file found under the floder
I switched the default template to beez - same result.

There must b something broken somewhere. The attached image is based on all the methods I posted and as you can see, the date fields are displayed. I will do some tests to see what may possibly be wrong with your configuration.

'Edit state' is the Permission that allows Article publishing options. I would suggest putting a user in a User group that has that option Allowed or create a User group (with Author as Parent) then Allow 'Edit state' for that new group.
It is not wise to alter the Permissions of the default user groups. Always better to create a new User group (with Parent that has minimum required Permissions) and add Permissions. The Permissions can be set in Global config then added to in the individual Components Options.
Use Pen and Paper to work out what User groups and Permissions you need. By using Pen and Paper you will see more clearly how complex you are making your ACL.

I managed to get the publishing start/end options to appeared exactly like the one shown on annahersh's attachment.
The only problem is the author now has the right to choose to publish and then publish the article!
Any idea how to make the option to publish disable for the author or simply make unpublished is default for that option?

Publish start date and end are part of publishing. If someone is trusted to set start and end publishing dates then it is a prerequisite that they can publish and unpublish an Article manually. Therefore (even though the default is Published for those who have those Permissions) they are trusted to choose to change to unpublished.
In short ... If you trust them to set start and end publish date it would be ridiculous for you not to trust them to manually publish/unpublish.

copy the file from components/com_content/views/form/tmpl/
to templates/protostar/html/com_content/form/
Edit the override file (edit.php) and place the following at the top just before the ending php tag ?>
