How to hook an extension to the system

Hi
I am trying to start using the https://docs.joomla.org/J3.x:User_Action_Logs and in the related documentation they suggest to include some code in the #__action_logs_extensions table in order to hook an extension to the system
Question is: don't know how to do this! Which is the component installation script and where does it live? (just updated to 3.9.2) How to do this so that the next realease/update of Joomla won't overwrite this piece of code?

If you want to have access to the User Action Logs, read the documentation from https://docs.joomla.org/J3.x:User_Action_Logs and make sure you have activated the plugin and set up options:

If you are a PHP developer and in the process of developing your own extension, follow these instructions to hook up your extension to the action logs:
