Why is an outdated browser window appearing? How can I remove it?

Joomla 3.10.10

It's not appearing for me. What browser are you using and what version? Inspect the source code the page for clues and review installed extensions. There are extensions like this https://extensions.joomla.org/extension ... e-warning/ or this https://extensions.joomla.org/extension ... r-warning/. They could be misconfigured or outdated and not recognizing modern browsers properly.
