Your copy of xampp is running with strict standards on. No real server does.

You need to disable stricts standards in xampp.

Look in xampp/php for php.ini*. You'll find three files: development, production and active. Look for the line (not starting with #):
error_reporting = E_ALL & ~E_DEPRECATED & ~E_STRICT
It should be as above. Restart apache when changing php.ini

When running more that joomla, change joomla error_reporting in global configuration. Set it to None.
