Is there an extension for this Im missing?

I need to have site that allows sales people to enter an order for a service we sell.

I then need management to approve the time and date and price of the order.

Then I need the sales person to be alerted if they are missing information from the original order that is needed to complete the sale.

We would then like to assign someone to do the item and make sure they are alerted via email to the time and date.

Finally, Itd be nice for the sales person or production person to go back in, close the item out and maybe upload photos from the item or event.

I've looked through the extensions and cant really find anything like this. Is this something I'm going to have to make myself? If so, where do I start?
