DOCman alternative with migration

There is a site with Joomla 2.5.27 and DOCman 1.6.6
I want to update it to the latest Joomla version (3.8.8 now).
I can migrate almost any extension of the site but DOCman is a paid software now and we doesn't need any extended functionality of that so I'm looking for some free alternative.
There is ~300 documents in ~10 categories, some of them are local files and some of them are external links. No special ACL, no frontend upload, just a simple category list and download button and a basic download counter.
Is there any extension which have migration tool or description to get these categories and documents? JDownloads looks promissing, maybe it has similar structure or maybe Phoca Download?
Two step migration is also possible (DOCman -> someting with Joomla 2.5 and this version to Joomla 3)
Any suggestion?

It should work for 2.5 so you can try to migrate the date on your 2.5 - for now I didn't test it so no idea it it will work :idea:
There is a lot of search outcomes in Google for "migration docman phoca download" so maybe there can be some useful information.
