Piwik/Matomo code not loading

Hi there,
I have been using Piwik/Matomo for a number of years and it works fine: on all of my Joomla! sites the results are coming in. At this moment I am building a Joomla 3 website for a Russian client, with a .ru domain: https://www.gidvamsterdame.ru
For some unknown reason I don’t get any results in Matomo from this site. I have tried the nrfpiwik plugin for Joomla; I have pasted the Matomo tracking code into the template index.php and when I open the page source the script seems to load just fine and in the console I don’t get any errors that seem related. I suspect there is a javascript error, but I'm not very well versed in javascript.

If you have any suggestions, I would be much obliged.

Collect more data by setting joomla error report to max from global config or configuration.php
There might be some version conflicts between your extension, joomla extension and/or template extension,
Be sure to use the last version.

Hi there.
GDPR does not apply: the site is a .ru site and is for Russians only. GDPR is only for sites directed at the EU.

Only when EU IPs get blocked its no prolem.
