New extension update/un-installation error: only since J3.9.1

Weird! An extension we've been using for years and years now fails with its latest update.
Developer is baffled by it, suggested uninstall/reinstall.

Only we cannot un-install:

(fails with this error message)

Joomla\Filesystem\File::delete: Failed deleting inaccessible file jquery.easing.min.js

Joomla! 3.9.1
Database Type mysql
Database Version 5.7.24
Database Collation utf8mb4_unicode_ci
Database Connection Collation utf8mb4_unicode_ci
PHP Version 7.2.13
