Windows Server 2012 R2.
IIS 8.5.9600.16384.
php-5.5.31-nts-Win32-VC11-x86.
MSSQL v11.0.5058.0.
Joomla_3.5.1.
Microsoft Drivers for PHP for SQL Server (SQLSRV32, php_sqlsrv_55_nts.dll, php_pdo_sqlsrv_55_nts.dll).
PHP.ini has the above 2 extentions enabled and both DLL's were copied to the PHP ext directory.

Database created in MSSQL (on another host)
Login created in MSSQL (permissions granted on database)
ISS & PHP running, Joomla installation is showing
At step 2, Database Configuration I get the above error.

Database Type : Microsoft SQL Server
Hostname : <fqdn>:1433
Username : <login>
Password : <password>
Table Prefix : a9f8i_

"Could not connect to the database. Connector returned number: Database sqlsrv_connect failed".

Who can assist to help me getting Joomla connected to my MSSQL DB?

I am assuming you have the correct user name and password defined. Therefore, I will assume it is a firewall issue, make sure the port number is open for the database server.

Hello,

Thank you.

From the application / web server I am able to TELNET the database server and port without issues. It doesn't appear the port or IP is blocked.

From the same server I can connect to the database using 'Microsoft Server 2012 Express Management Studio' while using the username & password I have for the login I created.

Do you have other suggestions?

It's the problem of your Joomla configuration while your Joomla site can't connect to MySQL Database. Please check your MySQL information bellow
1. DB host
2. DB username
3. DB password
And then, update into configuration.php in the root of your site to solve the problem
And if Still error comes then it's better to reinstall JOOMLA
