can not logon web site after upgrade to 3.5.1 from 2.5.29

I upgraded from 2.5.29 to 3.5.1 and got successful message. Then changing offline from Yes to No and clicking save and close, it did not save and close. I dropped out of web site somehow. then tried to go back to web site and said down for maintenance, entered admin username and password, but then get nothing
