[FIXED] Joomla 3.6.3 and above and SQL Sevrer 2014

I've been trying to install a brand new fresh instance of Joomla on Windows Server 2012, with IIS and SQL Server 2014. I cannot get any verison above Joomla 3.6.2 to work.

The only version I can get to work is 3.6.2 and I can only get this to work by installing a fresh 3.6.0, then upgrading from 3.6.0 to 3.6.1 and then to 3.6.2, any attempts to install or upgrade above this fails.

To make it easier to diagnose I will list what happens on a fresh installation (to ensure no external issues etc.)

1. Download Joomla 3.7.0
2. Create a new SQL Server 2014 database
3. Unpack joomla 3.7.0 and create a new IIS web site and point it to the new 3.7.0 directory
4. Go to the new site in my browser (Mozilla 52.x)
5. Enter the configuration parameters (shown below) and click on next
Site name: test2.questleisure.local
Description: Quest test website 2
Email: adam.hughes@questleisure.com
Username: ******
Password: *****
Confirm password: ******
6. Enter the database parameters (shown below) and click on next
Database type: MIcrosoft SQL Server
Host name: localhost
Username: *****
Password: *****
Database name: THEDBNAME
Table prefix: left as is
Old database process: I have tried both backup and remove
7. I do not set up a FTP layer
8. I get to the Finalisation page and everything is okay
9. I click on install and the install starts. The progress bar jumps across to approx 1/3 the way across then stops for a few seconds and then I'm redirected to the finalisation page again.

I check the database and the installation routine has generated 71 database tables (full list in next post)

I have tried the above a number of times and got the exact same result. The same happens with a fresh install of everything from 3.6.3 and above (I have tried every one).
If I run the exact same process above with Joomla 3.6.0 it works fine, but then I cannot upgrade past 3.6.2.

One issue is that I cannot get any error message out in any error log or syslog so I cannot debug where the failure is. Any help would be much appreciated.

I have just upgraded my installation of PHP from 7.0.9 (64 bit) to 7.1.1 (64 bit) and rerun the install.
The install has this time worked, so the issue was withing the software levels and seems to have been fixed with PHP 7.1.1.
