Can't upload extensions after upgrade to 3.8.13

I've just upgraded to Joomla 3.8.13 and now cannot upload my templates.

The message is: Error, Unable to find install package

I checked the zip archive for the templateDetails.xml file and it is there, but fails. I'm also not able to update any already-installed extensions.

I checked my tmp folder in System/Global Configuration/Server, and it is correct. I have also checked my file permissions on the folder and it is set to write permissions (iis8). It worked yesterday before I upgraded, which makes me think there's a problem with the upgrade.

Please post the results from the Forum Post Assistant (FPA) by following the instructions from viewtopic.php?f=714&t=793531 so that others can review the configuration of your server and website.

If it can't find the install package it might mean it's one ZIP file inside another Does the download package say "unzip_1st_" (or anything similar)?

Which extension (give one example...) are you trying to install? Is it one from a particular developer or from the JED etc? Is it free or paid templates?

** Not saying this is the problem, but one possibility ** Are you trying to install a quick-start package that actually contains joomla itself, rather than the template on its own? Quick-starts are not installed through Extension Manager, they are installed as a stand alone installation of Joomla (install it as you would any copy of Joomla). That, I would guess, will give the same "cannot find install package" error.

unzip the template file in tmp and try to install from there by going to extensions, manage , ...
Also collect more data, set joomla error report to max from global config or as you are already advised use FPA, there might be version conflict between your templates and joomla.
Try if you can upload other extensions of type : plugin, component or module, if so, then your templates are not compatible with joomla.

Hi Webdongle, those paths are already set to "Yes".

EDIT: let me explain... I right-clicked on the c:\windows\temp folder and unchecked the small square dot in read-only, so the checkbox is blank. I then look at the permissions for IIS_IUSRS and they are also set to write, so it doesn't seem like there is a problem there.

I also changed my session save path to: session.save_path = "c:\windows\temp".

Do the slashes have to be / instead of \?

I only have images, so upload size is not an issue for me.

I don't know what happened. It just started working again. When re-running the FPA again, I noticed my Session Path and my Server Temp folder are both writable, and both say "Yes". I have a feeling it might be because I added the user "IUSR" with "modify" access, a setting which I did not have before.

It was puzzling to say the least.

Looks like the new user didn't have the correct Permissions. Windows (wash my mouth out with soap ans water) servers have complicated Permission settings.
