If you are using a PC with windows 10 then use http://www.wampserver.com/en/

I understand this could be done by using wampserve. I am looking for procedures on how to install Joomla on windows 10 pro utilizing ISS and Microsoft web platform installer

Thank you toivo. the link you provided does not answer my question. those this means there is no way to install joomla on windows 10 utilizing iss and the web platform installer 5.0

Possibly there is, but why select a closed-source package to host Joomla, knowing that its database, SQL Server Express, is not going to be available for Joomla 4 in the future?
Unless your company policy requires you to use only MS software, there are good options like Wampserver, which works perfectly as a development and test environment on Windows 10. Even the MS Azure Cloud allows us to host Joomla on a LAMP server Virtual Machine (VM).

Use the Microsoft Web Platform installer to install iis8, php7 and mysql, then install Joomla. Worked like a charm for me. the WPI installs and configures everything, except for a bit of php.ini tweaking (for example file upload size limits, and so on). Joomla can be installed right after everything is working. Before you do that, make sure you go to http://localhost to ensure you get an IIS8 default page.
