Do you have a firewall on your server?
It might let through ping requests, but maybe it's locking port 80 (http) or 443 (https).
And when you load the site on the server, it does not have to pass the firewall.

Can you open the robots.txt file remotely?
Like with http://your-server-ip-address/robots.txt ?

Offtopic:
* You are using an old Joomla version (3.9.1) while 3.9.11 is the most recent version. A lot of small issues / bugs have been solved in the meantime. It's better to use the most recent version before trying to solve an issue that, if it was a bug, might have been solved in the meantime.
* All your file/folder permissions are 777 which is dangerous on a Linux server (don't know if it's normal on a Windows server because it works with permissions in a different way)

Other websites on server working okay so not a firewall issue. Updated to 3.9.11 and still same issue. Tried to access robots.txt but file not in root directory, one named robots.txt.dist is. Tried to remotely access and got 404 error. Continuing to troubleshoot.

Sort out the session path to be writable=yes. No session = no to joomla functioning correctly.

Now got website loading on lan pc's okay except for MS Edge on 2 pc's I was testing, working okay on 3rd.
