Help guys please :( with Joomla 3.9 and IIS Windows 10

Hello friends I have a little problem with the installation of the joomla 3.9 service ..
This installs fine, it runs fine but when I want to install plugins or want to modify the configuration in my website, it tells me an error, I think it is due to writing and permission, I do not know how to solve it, and I have tried everything from deleting files to reinstalling of everything even Windows.

I do not know if there is a tutorial in which I can follow the steps to modify what, from the joomla administrator of my web page, the configurations can be saved and I can upload the necessary plugins that I have, I repeat.

I had to manually install the configuration.php since the IIS. It won't let me enter writing that's what I think .. Please help
