Access Restriction

I hope I am posting in the right spot.
Wondering if anyone could help me figure out why the access feature is not working. I am trying to use it to restrict access to menus and also to restrict access to articles.

I have created stepped access groups. Eg. School1, School 2, School 3, etc. A reader is put in the School 1 category and then he should only be able to see the menu and the article for School 1, when he completes a quiz for School 1 then he is moved to school 2 access - then the menu for School 2 should show up and when clicking the menu the article for School 2 should show up. Right now nothing is being restricted - he can see all the menus and all the articles. Any ideas on what I am missing or is the access restriction faulty in Joomla 3?

You have User Groups Eg. School1, School 2, School 3, etc. ... yes?
You have view/access levels Eg. School1, School 2, School 3, etc. ... yes?
You have User Groups Eg. School1, School 2, School 3, etc. selected in the relevant view/access levels ... yes?

You have set the Access levels of the menu modules Eg. School1, School 2, School 3, etc. ... yes?
You have set the Access levels of the menu items Eg. School1, School 2, School 3, etc. in the relevant menus ... yes?

Separate ACL for Viewing and Doing

You said you have created those groups, but with what parent?
They shall have Registered as parent.
