Unable to access User Configuration/access settings in backend

I am using Joomla 3.6.5 and am now unable to access my user config or access control settings in the backend. Please advise/suggest. Thanks.

More info required - is this a new site or did you recently upgrade and if you did, from which version?

I was working with the user permissions and thought I removed permissions for public users, but this removed all my backend user menus in backend. I have been running 3.6.5 without any problems until then. I then reinstalled core Joomla files, but this didn't solve problem. I have no access to user info at this time. I upgraded to 3.6.5 from 3.6.4 when it recently became available. Hope you can help. Thanks.

Toivo,

I went into my database a changed the 'jos_viewlevels' back to there default values, but I not seen any change.

1 Public 0 [1]
2 Registered 1 [6,2,8]
3 Special 2 [6,3,8]

I would simply like to get back to default values. Presently, I cannot see the User drop down Column, nor any of the User config on the left side. The top of the Control Panel shows the following:

Systems, Menus, Content, Components, Extensions, Help

On the left side of the Control Panel is:
Content
New Articles
Articles
Categories
Media
Structures
Menu(s)
Models
Configuration
Templates
Languages
I would appreciate any advice/assistance you can provide. It appears that I am block out of any User access as a Super User. Help please! Thank you.

Your best option is to restore a backup of your site, taken before you started to remove permissions.

The Public group does not have any special permissions. There is no need to assign any users to the Public usergroup.

Toivo,

I tried to backup from earlier files and database, but the problem still remains. I also found that my extensions manager is no longer there. I reloaded 3.6.5 core files, but problem still not corrected. I have considered trying to rebuild by downloading Joomla again and creating an alternate site. I also wonder if a Joomla update, e.g. 3.7 might help. Do you have any other suggestions? Any help will be appreciated.Again, thanks.
