Module disappear when set access to guest

I notice today if I set the access to GUEST for any module this module disappear from the list of modules at administration

I test this issue with new installation.

Joomla 3.8.2

I use AMPPS in windows

I do not see that behavior on my live server with php 7. What version of php are you using in your local setting. Turn your error reporting on Max to see if you are getting any notices or errors

AMPPS use php 5.6 but I try also with php 7, I will try to test again in other server and I write back.
