How to manage 2 different types of registered users

Hi there, I would like to ask you for help.

On my joomla website I should have 2 different types of registered users:
1. Registered users, which will have access to A) the shop (the users can create their profile by themselves)
2. Registered users, which will have access to B) the Download-Service pages (the users will be created by myself). They can also have access to A) the shop.

Could you please tell my step by step how can I configure the user levels.
