User groups bug?

User groups bug?

Hello,
We have a 'staff' user group in the joomla 3.8.8 website. This group is under the registered user group. We assign this group to anyone in our staff. Most staff have also the super user group assigned to them.

Recently we wanted to provide admin access to staff user group who is not a super admin. So I moved the staff group under administrator user group and saved the permission in joomla global settings.
I tested with the staff user group and was able to login to admin.

But later when i used my credentials to login to admin, i found i had restricted permission. I was getting 403 error when i try to access the user groups.
I had to remove the staff group assigned to myself to regain the permissions.

So I would like to ask why i was restricted when i already have the super admin user group. Is it a bug?

This was not necessary because as soon as you move the Staff group under Administrator, it starts to inherit the permissions, for example 'Administrator Login' and 'Access Administrator Interface'.

In a quick test in a similar setup where a user belongs to both Super Users and Staff under Administrator, the user does not get any 403 errors in user groups or have restrictions in Extensions - Manage. If something was changed in Permissions, maybe that is causing the issue.

It could be issue on the site then. I will try checking this on another site.

Install a test Joomla and look at the default values.

I tried it on my local and it worked fine so the issue should be on site.
