Backend User cannot see Categories Menu

Backend User cannot see Categories Menu

Hello,

I have two user groups: Site Admin and TIQAdmin. TIQAdmin is a child group of Site Admin (it has all Site Admin access, plus .....)
I have set both to have full access to Articles in the front and back end.
When I browse to the backend as TIQAdmin I can see full Content Menu, including Categories.
When I browse to the backend as Site Admin the Content Menu includes everything EXCEPT Categories.

I think the only way to manage this under Global Configuration->Articles. Access to Categories is controlled
here (I think), but I have give full access to both user groups yet Categories don't show up for Site Admin...

Any ideas??

Another thing my Site Admin cannot see that the TIQAdmin can see is the Joomla! Help menu item under the Help menu in the backend. The first item a Site Admin sees is Official Support Forum. :(
