Integrate Joomla login/ACL with other php application

i have a php application (codeigniter), how i can integrate this application with joomla login / acl system?

for example all users that login joomla can use this application or all admin users can view my applications admin parts , and so on.

is it possible to check user/password / acl directly form DB? or check sessions? or other ways?
