One plugin for 2 groups

Hello everyone!

Can anyone tell me if I can set one plugin to work with 2 groups: content & system?

I need to make it work with article editor and menu editor.

Should I create 2 separate plugins or 2 separate documents inside one folder: one for content part and one for system?
