Media Manager differences in IE9 and Safari

Media Manager differences in IE9 and Safari

Using Joomla 3.0.1 running under XAMPP 1.7.7 on Windows 7 PC. In Administration, using the ISIS template, when using IE9 (or IE8), the Media Manager initial page shows the row for Upload file and the row for Create Folder overlapping each other and the folder display.

I believe these rows should only show when the appropriate button (Upload, Create Folder) is clicked and disappear when the button is clicked again, as happens when I use Safari.

Is this a bug? Or am I doing something wrong?
