That's just a draft site for the moment. But we are working on creating a website that will have more details, FAQ for both potential exam providers and certification candidates, etc. We'll be sure to announce the official site here when it is ready.

I am spanish. Is possible to do exam in spanish language? Where..? When?

I was reading at https://certification.joomla.org/administrator-exam that the exams will be given "at a Joomla! Learning Partners (JLPs) or a Joomla!Day or a JUG". I am the organizer for the Dallas/Fort Worth User Group in North Texas. We have been around since 2007 and are one of the first JUGs to get officially registered when that became available. Do we, as a JUG, need to be certified as a Joomla! Learning Partner or do we need to schedule a JLP to come administer the test? Are both options?
Should I assume that I need to be certified before I can administer a certification test to others/

Can a JLP ask for mandatory joomla training course which cost INR10000 before applying for exam?

Generally JLPs can sell exams bundled with their training.
However JoomlaDays or Conferences are not allowed to do so. If you do not wish to take training, you may negotiate with the JLP or attend JoomlaDay or approach your JUG to host exam.
There is also JLPs that do not make their training as a mandatory to take the exam.
