WCAG compliant (EN 301 549 with WCAG 2.1)

Hi all,

we might have a order for a (semi) government website, it must meet all kinds of requirements, one of those requirements (EN 301 549 with WCAG 2.1) is suitable. We are still in the phase where requirements and wishes are being investigated, but this requirement is a strict requirement.
Can someone from the development team indicate to what extent Joomla (4) will or will not be ready for these requirements?
If it appears that Joomla 4 is ready for this but Joomla 3 (not at all) then we have (a) a migration from J3 to J4 and (b) a lot of extra costs. I'm curious about your reactions.

Well, this is a hot issue for more and more people building websites for (semi) government organisations but no one here does know anything about this?

We've done more than a couple web accessibility projects using Joomla! 3.x. Most fixes can be made via css overrides. Otherwise Joomla! administration provides the functionality needed.

You can write CSS overrides for both the front and administration templates in Joomla! pretty easily. Hathor was an admin template written specifically with accessibility in mind.

You'll run into more issues with 3rd party extensions than Joomla! itself.

Generally speaking, full accessibility compliance is often subjective and a bit of a moving target. In our experience, applications that evaluate accessibility aren't 100% accurate and often require a judgement call. Furthermore, clients like to make design edits that are not fully compliant.

I cannot comment to what extent that the J! 4 templates (front- and back-end) will be WCAG 2.0-compliant, except to say that it is the design goal to make the core templates—those that are built by the J! 4 development team—to meet the accessibility guidelines. What 3rd-party template developers do in this area is their business.

I also agree with the comments made by @creativesights that "accessibility" is a bit of a moving target and website developers often have to juggle competing demands of satisfying accessibility guidelines with satisfying the "ideal" customer requirements. Satisfying accessibility guidelines is actually fairly easy; satisfying every little detail that customers want, however, is not easy.

However, in terms of the original question that begins with "we might have a order [to build a] website ...", today is 26 June 2019. J! 4 (stable) will probably not be released for another six to twelve months. The current version of J! 4 is not suitable for building a production website.

I cannot comment on whether J! 4 (stable), when it's released, will be WCAG 2.1-compliant or how much the WCAG (as well a customer requirements) will alter over time.

So, when does this "(semi) government" organisation want their website to be up-and-running? Maybe J! 4 is not the solution?

Thanks for your replies, in the meantime it's clear that we have to build the wcag compliant website in J3. Goal for the new website is end 2019 start of 2020.

we have to try and do our best to get the website WCAG compliant when the offer is accepted.
