Patch Tester broke Joomla

Hi, I installed patch tester (the latest 4.0 beta) and everything was ok.
After having fetched available PRs to test, as soon as I click on any patch to apply, I get

And Joomla does not work any more.
So does patch tester have some pre-requisite to be used? I am on Windows with XAMPP, PHP 7.3, Joomla 4.0.0 beta12

Today at Joomla Pizza Bugs & Fun 2019 #PBF19 some of us had a similar issue with installing some patches in J4 using the Patch tester.

However, only Windows PCs with WAMP / XAMP + Joomla 4 nightly build (from yesterday night)
seemed to ran into a similar Composer error problem with installing some of the patches (not with all patches).

yes, I was at Pizza Bugs & Fun too and didn't succeed in using the patch tester... has anyone heard of a solution?

EDIT: I read that we have to go back to previous beta for Windows waiting for the fix
