Had the same problem when updating from Beta3 to Beta4

clean beta4 install:
tried mariadb:
Oops! An Error Occurred
The server returned a "500 Whoops, looks like something went wrong.".
tried mysql 5.7:
worked
forgot the pass so I reinstall on 5.7:
Oops! An Error Occurred
The server returned a "500 Whoops, looks like something went wrong.".

I did upload zip full package on the server and there I extracted it.

Same issue here with a new Beta3 installation on a [ redacted ] hosting environment.

[ redacted ] don't want to investigate because they say that Joomla is dead en they only support WordPress.

Further to my last post nearly three weeks ago—I've been busy on more important things than testing J! 4—I ran the J! 4 Beta 4 update and, sure enough, I got the "whoopsie message". Fortunately for me (and thanks to @ceford for his solution), I was able to apply the DB fix and it resolved the error.

Not overly impressed with the reliability of J! 4 beta releases at this time ... but no harm done.

Oops! An Error Occurred

The server returned a "500 Whoops, looks like something went wrong.".
Something is broken. Please let us know what you were doing when this error occurred. We will fix it as soon as possible. Sorry for any inconvenience caused.

I was changed mod before install joomla 4 beta
ex:
chmod -R 777 public_html
