Joomla! 4 - Unable to detect manifest file

Hi everyone!
I'm trying to install a language pack for J4.
Going to:
System -> Install -> Languages
and finding my language, click "Install".
Then I get the error message:
Error
Unable to detect manifest file.
Joomla 4 beta 6, PHP 7.3

Also strange behavior when deleting languages (german for example): I click "Reinstall", then I see the message
Installation of the language pack was successful
but in reality the language is not deleted - I see a directory language/de-DE in the file structure, and in the list of languages on the button it still says "Reinstall", instead of "Install".

P.S.: I hope that the EU sanctions are not to blame for this)))

A temporary solution: in the Languages page click the Details URL link. That gives you an xml file (it opens to view in Firefox) which contains the link to the language zip file near the top. Download and save that file. Then install it via System / Install / Extensions / Upload Package File.

Remember that these language packs are for Joomla 3 so your screens will be sprinkled with English where the translations for Joomla 4 do not exist. Let us know how you get on.

Unfortunately, this method does not work either.

Notice:
Aborting language installation: Extension must have a title.
Package Install: There was an error installing an extension: admin_ru-RU
Fatal:
Error installing language
So... Probably have to wait for the alpha-version.

Belarusian worked for me, nut not Russian - in Beta7-dev. It looks like there is something wrong with the Russian package file. Ukrainian works too. It says: Український пакет локалізації Joomla! 3.9.24

Hm, real - it works! At first, I tried to install ukrainian first through the language manager. But russian is not set in any of the ways.

Maybe the russian file got unreadable characters or incorrect encoding when saving?...
