I am filling the Joomla lunch page but each time, the site does not lunch and it has problem with my location and phone number. I am from Iran and I give my phone number but it says that your location is not match with your phone.
What can I do?

Presumably your question is about the free website at https://launch.joomla.org, a.k.a. https://joomla.com, hosted by by CloudAccess.net, an independent web hosting provider. Try to register somehow and then contact CloudAccess.net directly through their CloudControl Panel (CCP).

Please note that launch.joomla.org seems checks that the country code of the phone number matches the country of the user: https://github.com/joomla/joomla-websites/issues/1750.

Moderators and administrators of the Joomla support forum do not have any access to accounts or websites at https://launch.joomla.org.

That can happen in some countries. When I lived in China, some SMS services did not have China listed or the messages got lost in transit.
