But I do not the best way / product to do it.

Can you be more specific? Are you talking about the Help button in Admin pages in your own component? Or some sort of Help text as an Article in the Site or Admin interfaces?

So what sort of Help on what sort of content? If you want to add something to an article you could use a Bootstrap Modal Dialog. See this tutorial:

Perhaps i am missing something here? I would create a category help and then create the relevant help documents ,then create a menu item for help.

Yes just for listing help pages create categories/sub-categories and Articles. Then menu items/child menu items. That would give the structure that you would need to display.

For a pre-formatted display try a directory or catalogue extension
