In global settings > site > offine NO
Save and close > look again > offline YES

Site goes offline for visitors

Is a web developer still working on some of the extensions and using test statements that are now shown as system messages?

Pending the FPA report results, in the meantime you could try setting the offline mode to "off" directly in the configuration.php file. You may need to download the file, make the change, save and reupload. That is a temporary fix but we need to see the FPA report to make any further determination.

You have a lot of JavaScript errors - the errors you see may be coming from there. The head of your site is quite extensive so I guess you have lots of extensions. Use the Forum Post Assistant and post the public results here.
