User registration steps do not complete

Hello All!
I'm having difficulty with new user registration sequence of events. I have just created a site with latest version of Joomla4. I verified registration is active
(System - Global - Users = Select Allow User Registration
Select New Account Activation = Administrator
Select Send mail to Administrator)


Now on home page I have selection to "Create an account"

I click on this, fill in the fields (Name; Username; pw; email) click "Register"

I then (as a new user) receive an email to complete the process.

The email states:
Hello test1,

Thank you for registering at my test site. Your account is created and must be verified before you can use it.
To verify the account select the following link or copy-paste it in your browser:
<Registration link>
After verification an administrator will be notified to activate your account. You'll receive a confirmation when it's done.
Once that account has been activated you may login to http://my test site/ using the following username and the password you entered during registration:

Username: test1
Password (opted not to show this in email)

I click on the link and I am taken to the site to see this notice:

Your email address has been verified. Once an administrator approves your account you will be notified by email and you can login to the site.

All that works well.... here is where it fails............

AS Admin, I receive email regarding the Registration Approval with a link.

Before clicking on this, I looked at users on Joomla admin. It shows test1 as not enabled / activated.

I click on the link in my email to active the new user.

If I am not logged into the site Admin section, the link takes me to a login form which rejects me each time

If I am logged into the admin section in another browser/ tab, the user account is activated with no issues

Also, when the new account is activated, a Profile form displays with my admin profile.

Why does this happen?

Note: Joomla 3.x the email is only sent to the users if the site Administrator activates the account from the front-end of the site not from the Joomla Administrator

Is this question about Joomla 3 or 4? It is asked in the J4 forum and that documentation refers to Joomla 3.

It's about J4 but it works the same.
