Converting Joomla 4.4.9 database to MySQL 8

I have a joomla installation running j4.4.9 and am trying to convert it to j5. It is running on icdsoft - well, it was running of icdsoft. I used their process to convert the db to mysql 8, updated to db name to the mysql 8 db name. I also edited the configuration.php file and that's when I got the fatal error. Tre problem is simple. The user that Joomla tries to login to the database with does not have permissions to the database.
