Backend Some Global Config Site fields not visible / editable

Joomla 4.4.3 php 8.1
Hi can anyone help with this issue,
I upgraded the site from J!4.3.4 but honestly cant tell if the issue was happening then as I had no need to go into these settings prior to upgrading.
Site was upgraded originally from J!3

• Some of the Global Configuration Site Fields are not visible with super admin access.

• Also some plugin config fields not visible

• Filter Dropdown options e.g in Joomla User manager are not visible

In the console > Issues tab (Chrome) i can see:

Incorrect use of <label for=FORM_ELEMENT>
The label's for attribute doesn't match any element id. This might prevent the browser from correctly autofilling the form and accessibility tools from working correctly.
To fix this issue, make sure the label's for attribute references the correct id of a form field.

I tried using Firefox but same issue.
I have turned on Debug and Errors to max but nothing is showing.

Is there a file named administrator/logs/joomla_update.php? If so, open it with a text editor and scroll down to see how your updates went.

You might try to reinstall Joomla core files (backup first).

I unzipped j4.4.3 core files over the current install and the issue remains.
Errors = maximum, logging = all and debug = 1
Could it be related to some other component or plugin?
Lots of deprecations in the log e.g

Unzipping core files over an existing installation could cause problems. Is there an installation folder present? It is removed at the end of a normal installation process. You can Reinstall Joomla core files (select Check for Updates).

Could be there is a rogue plugin. Try disabling all third party extensions - does that restore normal form behaviour? Then enable each extension one by one until you find the rogue.

I ended up rebuilding the entire site from scratch.
Spent about 12 hours trying different things.
Even replacing all the core files and removing all plugins and components didnt fix it!
